Our story

How a firm founded in The Hague in 1987 built the cross-border employment infrastructure behind aerospace, defence, international organisations, and technology companies operating across six European markets.

From displacement to infrastructure

Octagon Professionals was founded in 1987 by Tasoula Georgiou Hadjitofi in The Hague. The first contract was building a timesheet analytics system for Shell International: precision work, turning raw project data into management intelligence. That first engagement established the DNA that still defines Octagon: meticulous attention to compliance, a commitment to understanding each client's operations from the inside, and the operational discipline required to manage international workforce programmes without error.

By 1990, the company had expanded into document management and paperless office systems for ESA ESTEC in Noordwijk, recruiting specialists from Silicon Valley, South Africa, and Australia. In 1992, Octagon invested in the Altris EDM system and established Octagon Computing Services, growing from a handful of individuals to a team of almost 50 with clients on three continents. The 1995 launch of the Outpost relocation concept, later adopted across 67 countries, proved that Octagon could build workforce solutions at genuine scale. Each step was a response to client demand. The company grew not by chasing market trends, but by solving real problems for organisations whose missions could not wait. Today, that same approach underpins a fully integrated service model: recruitment, EOR, payroll, and HR advisory under one roof, across six European markets.

The Hague is home to over 200 international organisations, from the International Criminal Court to Europol, the OPCW, and dozens of embassies, NGOs, and multinational corporations. Growing up in this environment shaped Octagon into the company it is today.

Foundation Years (1987-1992)

Octagon's story begins in The Hague in the late 1980s, at a moment when Dutch business was rapidly professionalising and global companies were building their European operations on Dutch soil. From its earliest days the company paired administrative precision with an international outlook, a combination that defined the next four decades.

Tasoula Georgiou Hadjitofi founded Octagon in 1987 in The Hague. The company was built around high-quality support services for international organisations. Shell became the first major client and the foundation on which Octagon's reputation for reliability was established.

Octagon Support launches desktop office services

In the same year Octagon launched its Support division, providing desktop office assistants and delivering timesheet analytics work for Shell International. This early service line demonstrated Octagon's ability to solve practical operational problems for large multinationals with a lean, expert team.

1990

Paperless office projects for Shell and the European Space Agency

By 1990 Octagon was delivering paperless office and document management projects for Shell and the European Space Agency. The work positioned Octagon as an early adopter of digital information management in the Netherlands and signalled a move beyond pure administration into technology-enabled services.

Investment in Altris EDM and launch of Octagon Computing Services

In 1992 Octagon invested in the Altris Electronic Document Management system and established Octagon Computing Services. This investment formalised the company's technology capability and allowed it to take on larger, more complex information projects for institutional clients.

Growth and Diversification (1995-1997)

The mid-1990s saw Octagon expand its service portfolio well beyond back-office support. Housing, detachering and multimedia work gave the company a broader commercial footprint and laid the groundwork for the group structure that followed.

In 1995 Octagon launched Outpost, a dedicated housing and relocation service, initially to help Shell move international staff into the Netherlands. The service solidified Octagon's role as a one-stop partner for multinationals bringing expatriate talent to the country.

1996

Expansion into detachering (IT secondment)

In 1996 Octagon expanded into detachering, placing IT professionals on secondment at client sites. This move anchored Octagon in the Dutch flexible-work market and created a pipeline of technical talent that larger clients could scale up or down as their projects required.

1997

Formation of Octagon Group B.V. and The Hague CD-ROM project

In 1997 the individual business lines were consolidated under Octagon Group B.V., giving the company a formal corporate structure. In the same year Octagon delivered a CD-ROM multimedia project for the City of The Hague, signalling its willingness to combine creative and technical work for public-sector clients.

Serving International Institutions (Late 1990s-Early 2000s)

The Hague's position as the international city of peace and justice gave Octagon a unique client base. From the late 1990s the company became a trusted partner to tribunals, regulators and European agencies, work that demanded absolute discretion and operational excellence.

During this period Octagon supported the International Criminal Tribunal for the Former Yugoslavia, the Organisation for the Prohibition of Chemical Weapons (OPCW), Europol and Eurojust. Working alongside these institutions sharpened Octagon's standards for confidentiality, vetted personnel and long-term service continuity.

Octagon's motto is adopted

In 2003 Octagon adopted the motto that would go on to define its brand. It captured the company's commitment to pairing people-focused service with measurable business results for its clients.

Between 2003 and 2005 Octagon placed international professionals across the Benelux region. This period established the cross-border placement capability that later evolved into Octagon's full employer-of-record (EOR) and payrolling offering.

Maturity and European Expansion (2005-2014)

The second half of the 2000s and the early 2010s were defined by consolidation and scale. Octagon matured into a full-service workforce partner and deepened its relationships with the institutional clients that had shaped its earlier reputation.

2011

Walk of Truth is launched

In 2011 Octagon's founder Tasoula Georgiou Hadjitofi launched Walk of Truth, a cultural heritage initiative campaigning against the illicit trafficking of cultural artefacts. The initiative reflected the purpose-driven values that have always sat alongside Octagon's commercial work.

Digital Transformation and Resilience (2015-2024)

The decade from 2015 to 2024 reshaped the HR services sector. Octagon combined continuity for its institutional clients with a steady modernisation of its tools, systems and delivery model. Each year added another layer of capability, from core business systems to pandemic-era digital onboarding and a geographic expansion into the UK.

In 2015 Octagon entered a new chapter, operating primarily as a recruitment organisation with an active payrolling arm. The balance between permanent placement and flexible employer-of-record work became the operating rhythm that would carry the company through the rest of the decade.

2016

Bullhorn CRM and ATS adopted

In 2016 Octagon adopted Bullhorn as its recruitment CRM and applicant tracking system. The platform gave consultants a single source of truth for candidates, clients and pipeline activity, and became the backbone of the recruitment business.

2017

UK company opens

In 2017 Octagon opened its UK company, extending the group's footprint beyond the Benelux and creating a platform to serve international clients with staff in both the Netherlands and the United Kingdom.

2018

Zoho and Exact Online rolled out

In 2018 Octagon rolled out Zoho across front-office workflows and deployed Exact Online for finance and administration. Together the two systems modernised day-to-day operations and made the company's internal data significantly more usable.

2019

Reporting upgrade and new institutional clients

In 2019 Octagon invested in Power BI and Tableau reporting, sharpening the quality and speed of management information. The same year brought new institutional relationships, with AHF and Huawei added to the client portfolio.

2020

COVID-19 and full remote delivery

The COVID-19 pandemic in 2020 pushed Octagon into a full remote operating model almost overnight. Digital onboarding went live, operations continued without interruption for institutional clients, and the company's ability to deliver consistent service in disrupted conditions was tested and proven.

2021

Swisscom large-scale relocation and ESA EFC2 contract

In 2021 Octagon delivered a large-scale relocation programme for Swisscom and won the EFC2 contract with the European Space Agency. Both projects demonstrated Octagon's ability to mobilise at scale for demanding international clients.

2022

Integrated service modernisation

In 2022 Octagon's service modernisation crystallised into an integrated offering that combined employer-of-record, payrolling, mobility and HR consultancy under one roof. Clients increasingly engaged Octagon as a single workforce partner rather than for point solutions.

Management structure refined

In 2023 Octagon trialled a traditional management-team structure and then stepped back to a flatter model with distributed ownership. The adjustment preserved the hands-on culture that had always defined the company while strengthening accountability at each level of delivery.

2024

700+ staff globally and preparation for relaunch

By 2024 Octagon supported more than 700 staff on client payrolls globally. The Lucid Motors engagement scaled up, the relationship with the European Space Agency deepened, and preparation for a 2025 relaunch of the service portfolio and brand was well under way.

By the end of 2024 the decade's most significant engagements spanned large-scale mobility work for Swisscom, ongoing growth with Lucid Motors, sustained partnership with the European Space Agency and continued service for AHF, Huawei and long-standing institutional clients. Together these relationships formed the foundation on which Octagon's 2025 repositioning was built.

The company repositioned itself as a specialist partner for employer-of-record, payrolling, recruitment and HR consultancy services in the Netherlands and the United Kingdom, supported by a modernised digital presence and AI-enabled internal workflows.

From 2025 Octagon concentrated its capabilities on employer-of-record, payrolling, recruitment and HR consultancy for clients in the Netherlands and the UK. The new focus tightened the portfolio around the areas where Octagon has the deepest expertise and the clearest client demand.

The repositioned offer brings six connected services together under one partnership model: payrolling, employer-of-record, recruitment, HR consultancy, relocation and housing support. Clients can engage any of these services individually or combine them into an end-to-end workforce solution for staff working in the Netherlands or the UK.

AI integration across internal workflows

Alongside the repositioning, Octagon integrated AI into its internal workflows to accelerate candidate matching, streamline administrative work and free consultants to focus on advisory conversations with clients and candidates. The result is faster response times and sharper delivery without losing the human judgement at the core of the service.

A refreshed digital presence at octagonpeople.nl

The repositioning was matched by a refreshed digital presence. The primary web domain moved from octagon.nl to octagonpeople.nl, with visitors to the legacy domain redirected to the new site. The new presence reflects the updated service portfolio, the Netherlands and UK focus, and a clearer path for clients and candidates to engage with the company.

Almost forty years after its founding, Octagon continues to do what it has always done best: pair high-trust, people-focused service with operational precision. The next chapter builds on that foundation with a sharper focus, stronger digital tools and the same long-term partnerships that have defined the company since 1987.

Every placement, every payroll run, every compliance review Octagon delivers today carries the imprint of the people-focused culture that has defined the company since Tasoula Georgiou Hadjitofi founded it in The Hague in 1987. The tools have changed. The ethic has not.

Thirty-nine years of operating in The Hague, the wider Netherlands, the United Kingdom, and now four additional European markets under our own entities, have taught Octagon how workforce mobility, local compliance and integrated HR delivery fit together. That knowledge is what lets us turn regulatory complexity into a simple partnership for the organisations we serve.

The legacy is in the relationships. Shell, our first client in 1987, is still with us. The European Space Agency has been a partner since 1990. OPCW, Europol, Eurojust and the former ICTY have relied on Octagon since the late 1990s. Swisscom, AHF, MOL Logistics, WHILL and Soliton Systems are part of a client base that tends to stay, not churn.

They stay because the terms stay clear: CAO-adherent employment, named Octagon contacts who do not rotate out every quarter, direct entity ownership across six European markets, and a commercial relationship that does not hide behind intermediaries.

That trust, built contract by contract over almost forty years, is the foundation the next decade of Octagon builds on.

Why companies move to Octagon now

The heritage is the reason clients stay. The regulatory environment is often the reason they come. Three forces converging in the Dutch market are pushing international employers toward compliant partners: the Wet DBA contractor misclassification crackdown took effect in January 2025, the Wet VBAR employee status presumption takes effect in mid-2026, and the 104-week sick pay obligation continues to catch international employers off guard. Companies that entered the Netherlands on informal arrangements are discovering the cost of non-compliance in real time.

At the same time, the opportunity window is widening. ESA's multi-billion-euro budget commitment, Europol's expansion, and the growth of The Hague's international security cluster are creating demand for skilled professionals that outpaces supply.
